1] Close-Out Manager – Testing & Commissioning (MEP)

Job Type: Full-Time – 03 Months Extendable
Job Summary:
The Close-Out Manager for Testing & Commissioning (MEP) is responsible for overseeing and ensuring the successful completion, handover, and commissioning of MEP systems for a large-scale prefabricated labor camp project (10,000 cabins). This role involves managing final inspections, resolving outstanding MEP issues, coordinating with all stakeholders, and ensuring compliance with project specifications, local regulations, and international standards.
Key Responsibilities:
Testing & Commissioning:
Oversee and manage the testing, commissioning, and validation of all MEP systems within the prefabricated labor camp, including:
Electrical systems (lighting, distribution panels, backup power)
Mechanical systems (HVAC, exhaust fans, water pumps)
Plumbing & drainage (water supply, sewage, and fire-fighting systems)
Fire alarm & suppression systems
Ensure all MEP installations meet project specifications, local building codes, and industry standards.
Conduct site inspections and performance testing to confirm system functionality and reliability.
Identify, document, and resolve any commissioning issues before handover.
Close-Out & Handover:
Oversee the preparation and submission of as-built drawings, operation & maintenance (O&M) manuals, warranties, and final test reports.
Ensure all punch list items are identified, tracked, and resolved before project handover.
Conduct risk assessments and develop mitigation strategies for MEP system failures.
Qualifications & Experience:
Education: Bachelor’s degree in Mechanical, Electrical, or Building Services Engineering (or a related field).
Experience: Minimum 15 years of experience in MEP testing, commissioning, and close-out of prefabricated/modular construction projects.
Experience in large-scale labor accommodation projects is highly preferred.
Proficiency in testing instruments, commissioning software, and reporting formats.
