Job Discerption and Key Responsibilities For Projects Planning Scheduler And Cost Control Engineer
Job Description:
We are seeking an experienced Projects Controller / Scheduler (Planning & Cost Control Engineer) to join our team in Riyadh, Saudi Arabia. The ideal candidate will have a strong background in project planning, cost control, and financial management within the contracting or construction industry. You will play a crucial role in controlling project timelines, costs, and resources to ensure that projects are delivered on schedule and within budget.
Key Responsibilities:
- Managing the cost & schedule control of the coordinator’s portfolio.
- Obtain the budget costs of system, assemblies, equipment, materials and labour.
- Preparation of a Budgeting and Cost Management Plan including updates.
- Establishing the cost centers and cost codes for the Project.
- Preparation of a Budget Estimate and updates thereof for approval by the management of construction costs.
- Monitoring projected expenditure against allowances made in the approved Budget Estimate.
- Preparation and submission of Project cash flow forecasts and monthly updates thereof at the completion of each design and tender documentation stage covering consultancy agreements and construction contracts.
- Provide cost advice during the final development of the studies, planning, design, and construction stages including cost comparisons reviews of alternative design or construction solutions.
- Provide budget updates in such form and with such details as may be requested by the management.
- Follow up of all contractual issues and monitor their cost impact and planning cost control for large-scale construction projects.
- Develop and maintain detailed project schedules, ensuring alignment with project goals and objectives.
- Oversee the preparation of cost estimates, budgets, and financial reports.
- Prepare project performance and identify any deviations from the plan, recommending corrective actions.
- Conduct regular cost and schedule analysis to ensure efficient project execution.
- Coordinate with project managers, engineers, and other stakeholders to ensure smooth project progress.
- Prepare and present detailed reports to senior management on project status, forecasts, and performance metrics.
- Manage changes to project scope, schedule, cost, and evaluate the impact of these changes.
- Implement effective risk management strategies to mitigate cost and schedule risks.
- Extract looks ahead schedules from the project baseline and disseminates the milestones, durations and schedule specific information to project team and involved departments.
- Collect the information required for updating the progress and record the same on a systematic manner including the start and finish dates and duration for each activity in the project.
- Perform data entry to the project management software, for all the recorded schedule information.
- Evaluate under the supervision of the management Team Lead the time impact of variation orders and claims in the project and gives elementary time and advice for the project manager.
- Prepare what if scenarios to support decision making during the planning, design, execution and closing phase.
- Manage and coordinate Projects as per given instructions/tasks by management.
- Prepare in coordination with the project team engineers the information required to process the monthly, or as required, invoices to subcontractor’s or other stakeholders as well as the information required to process suppliers/subcontractor’s payments.
Skills:
- Expert experience using cost and resource loaded schedules.
- Advance utilization of Risk Management.
- Expert experience in capital project cost projections, trends, budgeting and accounting.
- Focused on meeting, reporting, coordination and project management requirements.
- Experienced using software, writing queries, extracting data.
- Strong problem-solving and analytical skills.
- Results and team oriented.
- Excellent oral and written communication skills.
- Strong understanding of PMP principles and Quality Management Systems.
- Proven ability to lead and work in a team environment.
- Ability to think critically, generating reports and information required for regulatory filings, proceedings, and audits.
- Skilled in construction activities, sequences, productivity rates, projects costs, and estimation of quantities and resource allocation.
- Skilled in feasibility studies of projects.
- Strong knowledge of regulations, codes, authorities requirements …etc.
- Perform projects coordination/management.
- Project Monitoring and reporting.
- Develop detailed task lists and work effort assessment.
- Ensure to convey required project data and information to project teams.
- Well versed in software like CAD / Primavera / project management tools.
- Expert in MS-Office.
- Analytical skills and attention to details.
- Strong multitasking abilities.
- Strong civil engineering skills/background.
Languages:
- Proficiency in English (both written and verbal communication).
- Arabic (both written and verbal communication).
Preferred:
- Familiarity with the construction industry in Saudi Arabia and its regulations.
- Certification in Project Management (PMP) is a plus.
Required Qualifications:
- Education: Bachelor’s degree in civil engineering.
- Experience:
- Minimum of 5 years of experience in planning and cost control in GCC.
- Overall, 9 years of relevant experience in the field, including a proven track record of managing complex projects.
