Job Purpose:
- Assist the technical design management for solid waste plants and infrastructure and provide technical engineering design support to the wider RSG Infrastructure Design Team.
Job Responsibilities:
- Contribute in the preparation of masterplans and technical feasibility studies for the solid waste management system including collection transportation treatment, reuse, recovery, and disposal infrastructure.
- Develop waste management strategies and technical guidelines for the construction and operational waste.
- Assist in preparing the project budget for the solid waste management system including collection transportation treatment, reuse, recovery, and disposal infrastructure.
- Prepare the Employer’s Requirements (ERs) and the technical sections of the Request for Proposals (RFP’s), for engineering design consultancy services for solid waste treatment plants including but not limited to sorting and recovery plants, composting and anerobic digestion plants, and incineration/ thermal treatment plants.
- Prepare the Employer’s Requirements (ERs) and the technical sections of the Request for Proposals (RFP’s), for the Design and Build (D&B) Contractors for solid waste treatment plants including but not limited to sorting and recovery, composting and anerobic digestion, incineration/ thermal treatment plants.
- Prepare baseline waste generation model for RSG to develop waste strategies accordingly.
- Review waste strategies submitted by consultant from calculations, area requirements, bin quantities and types, waste equipment.
- Assess the technical capabilities and the technical proposal received from the Engineering Design, Design & Build Contractors and Operation and Maintenance Contractors/ Service Providers.
- Manage the engineering design, performance specifications, process equipment selection, sizing & technical specifications.
- Manage the overall design integration the integration of the solid waste treatment plant process equipment with the buildings structure, building MEP, civil works, roads, utilities (dry and wet), etc
- Managing, monitoring & assessing design outputs of Design Consultants and the Design & Build Contractors to ensure timeliness, completeness and fit against the Employer’s Requirements.
- Ensuring quality of design, documentation and effort is maintained by the Consultants.
- Regular reporting on design, quality & progress against AMAALA & TRSDC requirements, deliverables & program. Managing the commissioning and testing of the solid waste treatment plants and systems including performance, reliability, and guarantee tests to ensure that the plants are fully functional prior to AMAALA issue take over certificates and operate the plants.
- Coordinate with different stakeholders to ensure that the waste strategy follows RSG guideline.
Key Accountabilities:
- Advise the design team and contribute to the development and implementation of the solid waste management infrastructure in line with the approved masterplan and incompliance with RSG guidelines.
- Ensure implementation and delivery of the solid waste management treatment plants and infrastructure projects in accordance with TRSDC’s & AMAALA’s policy, regulations, and procedures.
- Collaborate with various RSG departments (e.g.: Operations) to ensure the solid waste management collection and transportation infrastructure/ systems requirements are addressed at the development, master planning and asset design phases.
- Manage the preparation for the employer requirements, and assist in the preparation of tender documents, agreements and contract terms for the relevant Engineering Consultant, Technical Advisory Consultants, D&B Contractors, and/or the Public Private Partnership (PPP) for developing the solid waste management infrastructure projects including treatment plants, collection, and transportation system.
- Manage the assessment of the technical bids and assist in the selection and appointment of the Engineering Design Consultants, D&B Contractors and operators of the solid waste management treatment plants and the solid waste collection and transportation infrastructure.
- Oversee the progress of the engineering design of the consultant and the D&B contractor’s work regularly through meetings to ensure the engineering design is being carried out as per RSG plans.
- Oversee and provide input into value engineering and constructability workshops for the solid waste management treatment plants, collection, and transportation infrastructure.
- Manage and monitor performance of the Engineering Design Consultants and the D&B Contractor to ensure quality of work is as required, and follow-up on progress.
Qualification & Experience:
- Bachelor’s degree in Environmental, Civil, Chemical, Mechanical Engineering or any related field.
- Preferably have Chartered Professional Engineer.
- Minimum of 8 years of relevant experience with the last 5 years in a similar position preferably working in large sustainable waste management infrastructure projects and facilities including, design and build projects, and/ or PPP projects for waste management and processing plants.
- Knowledge and experience in the planning and design of municipal solid waste and construction demolition sorting plants and material recovery facilities (MRFs), composting plants, anaerobic digesters, and thermal treatment with energy recovery.
- Knowledge and experience in asset and site wide waste management strategies.
- Significant track record of design management of solid waste management treatment plants process design including design calculations & modelling, process equipment sizing and selection.
